Oroqaia is a northern coastal country of tundra, taiga, highlands, and sheltered valleys. Western highlands shield much of it from the harshest direct northern winds, making it less uniformly hostile than the farthest exposed coasts.
Its communities draw on coastal travel, winter camps, fishing, hunting, seasonal herding, and close ecological knowledge. White dragons are a public danger whose presence influences where roads and permanent settlements can safely endure.
