Khenshu
A mercantile coast of wealthy city-states, river mouths, and tribute-bound autonomy.
Khenshu is a maritime mercantile civilization along Teravana’s southeastern coast. It is not best understood as a single centralized nation: wealthy semi-independent city-states each govern their own interests and hinterlands.
Khanish authorities generally favor profitable obedience over direct administration, so long as the cities pay their heavy annual tribute and do not openly defy Qanatu.

The Khanate
The Great Khanate dominates Khenshu while usually allowing its cities to govern themselves. Heavy annual tribute secures this autonomy, and the imperial preference is for profitable compliance rather than costly direct rule.
